Don’t you dockworker know how to change config files.
If you use a Windows container, just run the *.bat script in your container.
Otherwise, you are lucky that you can troubleshooting the Koishi manually.
Koishi Desktop has provided some troubleshooting toolsets, but the script from OP would never be in Koishi itself, since it is only available for Windows users and lacking of i18n, etc.
