According to Tencent’s doc, only PRIVATE domain bots with the GUILD_MESSAGE intents could receive messages without @. I haven’t used these intents, you could give it a try.

只有私域能使用 GUILD_MESSAGES，只有公域能使用 PUBLIC_GUILD_MESSAGES，你两个都选是私域还是公域？文档不先看一遍的吗？
